Foreign men marrying Indonesian women and a $50,000 security guarantee.
The initial draft of a bill on religious marriage law to be put forward to the parliament this year is said by some to contain a clause that would require foreign (Muslim) men wishing to marry Indonesian (Muslim) women to make a deposit of 500 million rupiah (about $50,000) into a sharia bank account as a guarantee, in case they later desert their wives and any resultant children and return to their home countries.
The draft bill, which is called in its full glory Rancangan Undang-undang (RUU) Hukum Materiil Peradilan Agama Bidang Perkawinan, but is sometimes mentioned in the media as RUU Nikah Siri, RUU Peradilan Agama, or RUU Perkawinan, is meant to be a clarification and strengthening of the original Marriage Act of 1974.
The bill, in general terms, says men, foreign or Indonesian, are required to provide monetary support to estranged wives until divorce papers are finalised, and to any children under the age of 21. The $50,000 dollar guarantee is an attempt to prevent foreign men from avoiding these obligations by leaving the country.
Foreign women wishing to marry Indonesian men will not be required to make similar arrangements, however like men they are expected to get permission from their countries of origin to marry.
Minister of Religion Suryadharma Ali, whose office is responsible for having prepared the draft, says the Department of Religion had heard of a number of cases in Jepara, Central Java, where foreign furniture businessmen had arranged to acquire Indonesian brides, and once their dealings in the town were done deserted their local wives. detiknews

Actress Ratu Felisha, married to Dutchman Jules Korsten, is one who is supportive of the idea, saying that Indonesian women will thereby be protected in mixed marriages, although she worries that some jobless women might deliberately seek out foreign men to woo, in order to have access to the money later. detikhot
Meanwhile Julia Perez, who was once married to Spaniard Damian Perez but now gets around with Argentinian Gaston Castano, is vociferously opposed, imploring the government to reconsider the plan. solopos
Another actress, the gorgeous Feby Febiola, who is married to somebody called Bruce Deltail from France, says the impression given is that the government is selling Indonesian women, at the right price, and further that not all bules in Indonesia have that sort of money lying around.
Another controversial proposal in the bill includes sanctions of up to six months imprisonment for Muslims carrying out nikah siri informal marriages, which are not later registered with the Department of Religion. This aspect of the bill has excited the most controversy, which has caused Minister of Religion Suryadharma Ali to state that it is only a draft, and will likely be revised before being put to parliament.

I always know I’m in the presence of an intellectual giant with a firm grasp of the sources when the wikipedia reference come out…
I’ll keep it short therefore.
Indonesia was very largely “Islamised” by Indonesians, not by foreigners, least of all by Arabs. Your allusion to rampaging semites “forcing Hinduism out of Java” is about as wide as the mark as it gets.
Arabs were certainly present in the archipelago from a fairly early stage, well before the oft-claimed “hey day” of Hindu Java, Majapahit. Their role in spreading Islam was limited except perhaps in Aceh, Maluku, and perhaps a few ports in Java and Kalimantan.
Beyond the initial seeding of religion into port areas foreigners probably played little role in Islamising Indonesia, and where they did they were almost certainly more likely to have been Indian or Chinese Muslims rather than gentlemen from Arabia.
And once agian, where they did play a role, it would have been entirely equivalent to that previously played by wandering Indians in the “Hindu” period – as individual oddballs who turned up at native courts and got a bit of cash and accomodation for translating a few texts and adding a bit of “authenticity” to religious goings on.
Indonesians converted each other, local courts co-opted Islam as they had previously done with Hinduism and Buddhism; the religion trickled down to the masses little by little (hence its largely “syncretic” colour).
And despite the ostensibly “Islamic” nature of Demak, usurper of Majapahit, its religious colour was arguably largely incidental, its nacency simply fitting into a pattern of dynastic power shifts that dated back through Majapahit’s predecessors, Singosari, Sanjaya and beyond.
As for the threadbare old souvenir of “all the Hindus and artists and creative people fled from Java to Bali when the Muslims arrived”, sold to the tourists by the canny con-men of Bali along with the rest of their second-rate tat, you only need to head to Yogya, Solo, or to a batik workshop in Cirebon, or to a big wedding in any Javanese village with its gamelan or wayang, to see what a manifestly preposterous idea it is.
The upper level elite of Majapahit did indeed head off to Bali (and to far East Java, which remained “non-Islamic” for a good while), but in doing so they were doing nothing more than repeating standard behaviour of court elites – after the previous falls of Hindu/Buddhist Kediri, Sanjaya, Singosari to other Hindu/Buddhist powers, local elites packed their bags and headed for exile.
Everyone else just stayed where they were and got on with sh*t.
And Arabs had very little to do with any of that except in the most abstract of senses, any more than bone fide Aryan Brahmins from the Ganges Delta had done for earlier generations.
And not one single recourse to wikipedia in all of that!
Anyway, back to the proposed law, I stress again, from reading comments in the press by a couple of lawmakers it really did seem like with this stupid idea they were thinking more about protecting Indonesian women from gross Saudi holiday makers rather than taking bules for a ride, or forcing Islam on anyone. It does indeed seem likely that the law was inspired by the egyptian example, and that too, lest we forget, is also to protect the fair ladies of Cairo from the staunchly Islamic (when not on holiday) fellows of Saudi Arabia…

If anyone believes, foolishly, that Indonesia would apply this “Draft Law” to only Saudis than shame on you. Once Indonesia makes a law that financially can be twisted to their corrupt benefit they apply it as loosely as possible to anyone they can take advantage of. The government here is like the schoolyard bully to it’s own citizens as well as foreigners. Most assuredly the greedy elite will try to apply it to ALL foreigners until they see their tourist dollars dropping. After they lose a few million in tourist dollars than they will make the law JUST slightly clearer in the media so that it APPEARS not to affect all foreigners. BUT….since they already made it as loose as possible…lower level civil servants will STILL try to gouge ANY foreign man they can.
